Microsoft Open Bar Agreement - French Ministry of Defence

We call the Microsoft Open Bar Agreement the contract that the French ministry of Defence signed with Microsoft in 2009, without any public proceedings or call for competititive procurement , and against the advice of military experts. Renewed in 2013, and again in 2017, for periods of 4 years, this "agreement" hogties the ministry to the business interests of the American corporate monopoly.
